Answer: It should be clear that tap water is considered to be flowing water. Therefore, unless the questioner is certain or has a strong suspicion that the bad smell is due to the presence of some impurity, the water will not be impure just because of doubt, and both ablution and ghusl with this water will be valid. However, if (it is found out that) this bad smell is due to the presence of some impurity, then such water will be impure. Therefore, performing ablution and ghusl with such impure water is not permissible and correct according to Islamic law, and it is necessary to avoid it.
واضح رہے کہ نلکے کے پانی کو بہتا ہوا پانی سمجھا جاتا ہے۔ لہٰذا جب تک سائل کو یقین نہ ہو یا اسے قوی شبہ ہو کہ بدبو کسی نجاست کی وجہ سے ہے، صرف شک کی وجہ سے پانی نجس نہیں ہوگا، اور اس پانی سے وضو اور غسل دونوں صحیح ہوں گے۔ البتہ اگر (معلوم ہوا کہ) یہ بدبو کسی نجاست کی وجہ سے ہے تو ایسا پانی نجس ہوگا۔ لہٰذا ایسے ناپاک پانی سے وضو اور غسل اسلامی شریعت کے مطابق جائز اور درست نہیں ہے اور اس سے بچنا ضروری ہے۔
